Job Description:

Responsibilities

  • Develop goals for improving student achievement in elementary ELA/literacy that support a community strategic plan at a district or state level.
  • Assess the system-wide effectiveness of grades PK-5 ELA/literacy program by monitoring the implementation of literacy curriculum and performance standards.
  • Identify training needs in elementary grades PK-5 ELA/literacy teaching and learning.
  • Communicate in a variety of modalities, to include virtual, with a geographically disbursed workforce.
  • Oversee the selection, implementation, and/or evaluation of resources and equipment to support the teaching and learning of ELA/literacy in grades PK-5 instructional environments.

Job Requirements:

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled (such as: Teaching of Reading; Remedial and/or Developmental Reading Techniques; Teaching Students with Reading Problems; Reading Clinics of various types (i.e. Diagnostic, Corrective); Literature for Children/Adolescents; Language Development; Language Arts Instruction; Organization and Supervision of Reading Programs, Content Area Reading, Contemporary Issues in Teaching Reading, etc.). The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: leading and assessing the effectiveness of a grades PK-5 ELA/literacy program at an above school level (district, headquarters, state, or equivalent) position as a Curriculum Specialist (or equivalent). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-12).
